The proliferation of women's economic empowerment and unpaid care programs have forgotten about the plight of centre owners. Funding for improving childcare policies and guidelines has led to global best practices being implemented in countries where it is not achievable. Those struggling the most are centre owners faced with the impossible challenge of meeting these regulations.
